Fund Assistance to Private Education (FAPE)

Education Service Contracting (ESC) provides tuition fee subsidies for qualified Grade 7 students in private high schools. The program is based on the Constitution and RA 8545 (GASTPE Act) and covers four years of Junior High School (Grade 7–10). Grants are renewed if students are promoted and continue enrollment. Top-ups (difference between grant and actual fees) are required. ESC termination conditions include dropout, non-re-enrollment, retention, suspension, or transfer to non-ESC schools. Transfers are allowed with grant adjustments, and students who drop out due to death, illness, or force majeure may be reinstated.

Senior High School Voucher Program (SHS-VP)

The Department of Education provides voucher subsidies for eligible SHS students. Voucher recipients (QVRs) are automatically qualified if they are Grade 10 completers from public JHSs, SUCs/LUCs, or ESC grantees from private schools. Other students must apply. Vouchers cover Grade 11–12 and are redeemed upon enrollment in a participating SHS. Participation continues if promoted, and beneficiaries may lose the subsidy due to dropout, non-enrollment, retention, or transfers. Transfers after the school year are allowed with grant value adjustments.
